Before any design or work can begin, toxic debris must be cleared. Phase 1 covers hazardous materials, Phase 2 covers structural debris. Both are mandatory.

Document your loss, file your insurance claim, and gather prior permit records from LA County. Soil remediation may also be required before new construction can begin.
